ICAO Supports Uzbekistan’s Efforts to Ensure Safe and Sustainable Aviation

Last week, during an official visit to Uzbekistan, ICAO Regional Director Nicolas Rallo had the privilege of meeting and exchanging views with Jamshid Avdukhakimovich Khodjaev, Deputy Prime Minister, and Ilkhom Rustamovich Makhkamov, Minister of Transport.

He also had engaging discussions with the top management of the State's civil aviation agency (CAA), the State’s investigation authority and four of the State’s air operators (Uzbekistan Airways, Centrum, Qanot Sharq and Air Samarkand). The discussions focused on the significant growth of aviation operations in Uzbekistan (the only doubly landlocked developing country in the world) and the ongoing efforts to enhance aviation safety through institutional reforms as well as activities to strengthen safety oversight, investigation capabilities, safety management and operational safety.

These efforts are being supported through a collaborative approach by the International Civil Aviation Organization and leading partners (Direction Generale de l'Aviation Civile, BEA | Bureau d'Enquêtes et d'Analyses pour la sécurité de l'aviation civile, Federal Aviation Administration, National Transportation Safety Board, International Air Transport Association (IATA), ACI EUROPE, ACI World - Airports Council International, Airbus and Boeing), following the “Country Strategic Plan of Action” (COSPA) adopted in 2024. He also had the opportunity to discuss the LTAG and to sign the ACTSAF programme terms and conditions with Uzbekistan on behalf of the ICAO Secretary General Mr. Juan Carlos Salazar.
