In order to ensure the flight safety of aircraft and prevent unauthorized use of the airspace of the Republic of Uzbekistan by unmanned aerial vehicles, according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 11.26.2014. № 322 "On measures to prevent the unauthorized use of unmanned aerial vehicles in the airspace of the Republic of Uzbekistan", from January 1, 2015, a ban was introduced on the import, sale and use of unmanned aerial vehicles (HS code 8802 20 000 0) in the Republic of Uzbekistan, with the exception of cases provided for by individual decisions of the Cabinet of Ministers of the Republic of Uzbekistan.

In accordance with the resolution of the Cabinet of Ministers of the Republic of Uzbekistan № 398 dated 06.29.2018y. “On Amendments and Additions to Some Decisions of the Government of the Republic of Uzbekistan”, amendments were made to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 322 of 11.26.2014y. “On measures to prevent the unauthorized use of unmanned aerial vehicles in the airspace of the Republic of Uzbekistan”, which provide a simplified procedure for issuing permits for the temporary import and use of unmanned aerial vehicles in the Republic of Uzbekistan for the preparation of photo and video materials on the tourism potential of the republic, including foreign ones creative groups, at the request of the State Committee for Tourism, the Ministry of Culture, the National Agency "Uzbekkino", with the provision and formation in the Ministry of Defense and Civil Aviation Agency of information on persons who import and use of unmanned aerial vehicles and ground shooting.

In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan № 287 dated August 31, 2016 “On approval of the regulation on the operation of unmanned aerial vehicles in civil and state aviation of the Republic of Uzbekistan”, the applicant is a legal entity of the Republic of Uzbekistan, which is authorized by a separate decision of the Cabinet of Ministers of the Republic of Uzbekistan to operate unmanned aircraft in the airspace of the Republic of Uzbekistan to perform departmental tasks.

Based on this, the permission of the Cabinet of Ministers of the Republic of Uzbekistan can be obtained only by state and economic management bodies and only for the implementation of departmental tasks.

According to the appendix to the Resolution of the Cabinet of Ministers dated August 31, 2016 № 287 “On approval of the regulation on the operation of unmanned aerial vehicles in civil and state aviation of the Republic of Uzbekistan”, the “applicant” for obtaining permission to operate unmanned aerial vehicles is the legal entity of the Republic of Uzbekistan, which a separate decision of the Cabinet of Ministers of the Republic of Uzbekistan allowed the operation of unmanned aerial vehicles in the airspace of the Republic of Uzbekistan en to perform departmental tasks.
