Application forms, operating permit forms are defined by the “Instructions for issuing Operational Permits to foreign air carriers for regular flights to the Republic of Uzbekistan”, approved by the Director of the “UzCAA” Agency on 11.01.2023.

11. Required documents

The necessary documentation for obtaining an Operational Permit is defined in the "Instructions for issuing operating permits to foreign air carriers for regular flights to the Republic of Uzbekistan", approved by the Director of the “UzCAA” Agency on 11.01.2023.

LIST of documents submitted by a foreign air carrier for obtaining an operational permit for regular flights to the Republic of Uzbekistan:

1. Official notification of a foreign state on the appointment of an air carrier for the route.
2. A copy of the Air Operator's Certificate with attachments.
3. Copies of Aircraft Registration Certificates.
4. Copies of Airworthiness Certificates of aircraft,
5. Certificates for radio equipment
6. Copies of insurance policies for the aircraft, for compensation for damage caused to passengers, baggage and cargo accepted for transportation and for compensation for damage to third parties.
7. The electronic version of the Aviation Safety Program of the Airline.

13. Stages of public service provision

The instructions set the following steps:

The applicant submits to the Agency "Uzaviatsia" documents in accordance with the "Instructions for issuing Operational Permits to foreign air carriers for regular flights to the Republic of Uzbekistan"

1. To make a decision on issuing an Operational Permits, an application with documents goes through an evaluation procedure in the departments of the Agency.
2. If the documents are positively reviewed, the department prepares  an Operating Permit with annexes and notifies the foreign air carrier within two days.

14. Grounds for refusal

The grounds for refusing to issue an Operating Permit are defined in paragraph 10 of the “Instructions for issuing Operating Permits to foreign air carriers for regular flights to the Republic of Uzbekistan”:

• the designated carrier does not comply with the requirements of the Air Transport Agreement between the Republic of Uzbekistan and the relevant state;
• on the declared route, the OP was issued to another air carrier of this state without redistribution of frequencies between the carriers.
